The first number is total letters used, the second number is total words.
13/2 is the “Best Possible” score because it only uses each letter once – the connecting letter is double counted.
The idea is that the shortest possible words are the most limiting, and therefore hardest to find.

Then realized I could remove the ‘N’ in word #1, and came up with the same result as the published answer: ACTOR RUMPLING
